  2. Notes: All outcomes measured at 48 months after VR application. Regressions were run using linear probability models clustered by agency. Table shows estimated coefficients for the percentage with an IPE (IPEat) and average time to IPE for those with an IPE (WAITat), with robust standard errors shown in parentheses. Models also included control variables for age at application, gender, race, Hispanic origin, educational attainment, employment status when applying for VR services, primary disabling condition reported to the VR agency, type of VR agency from which the person is receiving services (blind versus other agency), an indicator for the VR agency, and an indicator for the year of application.
