Column (1): this paper estimates the model using the selected control municipalities that are close enough to the treatment municipalities. Column (2): this paper applies the inverse of probability weight. The estimation models for the column (1) and (2) includes all control variables (the lag share of manufacturing, the trend in population density and the unemployment rate in the base year)
