The treatment group includes inactive women with children under age 18 who live in poor (first four deciles of the household per capita income distribution) and informal households (neither the woman nor her spouse is registered in the national social security system) while the control group includes the rest of the inactive women in our sample who do not meet all the conditions to be eligible.
